The fastest way to damage a funding portal is to let it tell a member they qualify. The member applies, gets rejected on a criterion that was printed on page two of the solicitation, and now distrusts every result you show them. So does their advisor. So does your board, when the member complains.

Eligibility is determined by the funder, against the funder’s published criteria. A portal can show what the funder published and how closely it lines up with a member’s profile. It cannot make the call. Everything in this lesson follows from that one rule.
