About This Grant
The Consolidated Local Street and Highway Improvement Program (CHIPS) is a formula-based state aid program established by the NYS Legislature in 1981. It provides capital reimbursement funding to local governments (counties, cities, towns, and villages) for the construction, reconstruction, or improvement of local streets and highways. Municipalities first fund the project and then request reimbursement from the State.
