  5. Governance. A board that meets, sets policy, and reviews finances.

Candid’s summary of what funders look for in a proposal makes the financial half of this explicit: funders “want to see that the organization is financially sustainable; they want to see who else has invested in the program; and they want to offer support to an already viable and well-supported program” (Candid). Co-investment is itself a capacity signal, because it means someone else already conducted diligence.

Quantity of evidence is not the goal. Three specific, verifiable claims outperform two pages of organizational history, and the history belongs here rather than in the statement of need, where it displaces the community condition the funder asked about.

How do federal agencies assess organizational capacity before an award?

Federal agencies assess organizational capacity twice: once through peer review of the proposal narrative, and once through an administrative risk review that the applicant never sees. The Uniform Guidance directs agencies to evaluate financial stability, quality of management systems, history of performance on prior awards, audit findings, and the ability to implement statutory and regulatory requirements (2 CFR 200.206).

The same rule requires agencies to check the non-public segment of SAM.gov before making an award where the federal share is expected to exceed the simplified acquisition threshold, and states that the record “must demonstrate a satisfactory record of administering programs or activities under Federal financial assistance or procurement awards, and integrity and business ethics” (2 CFR 200.206). An agency may still fund an applicant whose record falls short, but only by attaching specific conditions that mitigate the risk (2 CFR 200.208).

Agencies apply the same logic to organizations they have not funded before. NSF states that it “will determine if your organization is financially viable, including an ability to sustain normal operations without NSF funding,” and may request audited financial statements, income statements, cash flow statements, and federal tax returns (NSF, Information for Prospective New Awardees). NSF also reviews whether an accounting system can classify costs as direct, indirect, or unallowable as they are incurred and track them by award (NSF, Accounting System Reviews). Organizations new to NSF, or without an active award in the previous five years, should expect a request for organization and management information (NSF PAPPG).

The practical consequence is that the capacity narrative and the back-office reality have to match, because a separate office checks the second one. Internal controls described in a proposal but absent in practice surface at the first monitoring visit.

How should a proposal present key personnel and percent effort?

Key personnel should be presented by name, with a qualifications summary, a defined role, and a percentage of effort that appears identically in the budget.   2. Percent effort stated once, consistently. The effort in the narrative, the effort in the budget justification, and the effort in any commitment letter must be the same number.
  3. Named where possible, staged where not. If a role must be filled after award, name the supervisor, the qualifications required, the hiring timeline, and who covers the work in the interim.
  4. An organizational chart plus a management plan. The chart shows reporting lines; the management plan shows milestones, responsibilities, and decision points. The Department of Education criteria ask for “clearly defined responsibilities, timelines, and milestones for accomplishing project tasks” (34 CFR 75.210).

Is a letter of commitment stronger than a letter of support?

A letter of commitment is stronger than a letter of support because it names a resource the signer will provide. A letter of support conveys endorsement and says nothing verifiable. Reviewers weight the two differently, and some agencies accept only one of them.

Research administration guidance summarizes the same split: a commitment letter “documents an institution’s formal participation in a project and specifies the resources or responsibilities being committed,” while a support letter “expresses endorsement of the proposed project” and “does not obligate institutional resources” (University of Texas at El Paso Research Development).

Two mechanical rules apply regardless of funder. The signer must have authority over the resource being promised, and the number in the letter must match the number in the narrative and budget. A mismatch between a partner’s stated contribution and the applicant’s budget is one of the few discrepancies a reviewer can catch in a single pass.

How do you show organizational capacity when the organization is new?

A new organization shows capacity by borrowing it, by presenting adjacent track record honestly, and by proposing a scope proportionate to what it has actually run.   4. Staged scale-up. Propose a first phase at a scale the organization has demonstrably run, with defined criteria for expanding. Reviewers discount a proposal that jumps an order of magnitude with no intermediate step.
  5. Named new capacity. State plainly what the grant would build, who would build it, and by when. An acknowledged gap with a plan reads better than a silent one a reviewer discovers.

Some funders build counterweights into the process. NIH identifies Early Stage Investigators and prioritizes meritorious R01-equivalent applications from them for funding (NIH). Others reserve tracks for first-time applicants or smaller organizations. Finding those tracks is a search problem rather than a writing problem, and it belongs in the readiness stage rather than the drafting stage.

How does prior award performance follow an organization?

Prior award performance follows an organization through federal records that later reviewers and awarding officials consult directly. What goes wrong in the organizational capacity section?

Capacity sections fail in predictable ways, and most failures substitute a claim for an artifact. The seven most common are avoidable at the drafting stage without new evidence.

  1. Aspiration in place of track record. Commitment, passion, and readiness are not scoreable. Replace each with a number and a date.
  2. An unnamed principal investigator or project director. Reviewers evaluate people. A vacancy at the top of the chart converts a scoreable criterion into an unknown.
  3. Effort that contradicts the budget. A director at 50 percent in the narrative and 20 percent in the budget signals that nobody reconciled the documents.
  4. Generic partner letters. Interchangeable letters with the same paragraphs signal that the applicant drafted them and the partner did not read closely.
  5. Organizational history relocated into the needs statement. History belongs in capacity; the need belongs to the community.
  6. Systems described in the future tense. “We will implement time-and-effort documentation” tells a reviewer that the system does not exist yet.
  7. Scope disproportionate to demonstrated scale. Proposing to serve ten times the largest cohort the organization has ever served, with no intermediate stage, invites the feasibility objection.
