What sections does a grant proposal contain?
Nearly every grant proposal contains the same eight components under different labels: a summary, a statement of need, goals and objectives, a project design, an organizational capacity section, an evaluation plan, a sustainability plan, and a budget with a narrative. Funders reorder and rename them, but the set is stable across public and private funding.
The federal version of that set is codified. Appendix I to 2 CFR Part 200 requires every notice of funding opportunity to state its application contents, its review criteria, and its submission rules, which is why federal announcements converge on similar section lists (Appendix I to 2 CFR Part 200). Private funders compress the same material. A foundation application that asks for a two-page narrative is still asking for need, plan, capacity, measurement, and money; the sections have merged rather than disappeared. Two aliases cause the most confusion. Specific Aims at NIH is not a needs statement; it is a compressed statement of objectives and their rationale, “typically limited to one page and … often the only part of the proposal read by all reviewers, making it the most critical section of the entire application” (Harvard Catalyst, Write Your Grant Proposal). Project Narrative means an attachment containing the full plan in most federal program announcements, but at NIH it means a short public-health-relevance statement.
