How to use this page

This is Indiana's own money. Programs here are administered by an Indiana state agency, commission or state-created authority (IEDC, IHCDA, the Indiana Finance Authority) — including federal dollars the state passes through, much of it by the Office of Community and Rural Affairs, IHCDA and the Indiana Criminal Justice Institute. Federal direct programs and private foundations open to Indiana applicants, including Lilly Endowment and the community foundations, are listed at the end of this page, under Beyond state agencies.
Programs and listings are different things. A program card is the recurring opportunity (its rules, cycle and catch); a listing is one cycle's posting, tracked live in the OpenGrants database. When a card has no open listing, the next window is projected from its cycle and labeled as such.

Does Indiana have an official statewide grants portal?

Not a complete one. The State Budget Agency's State Agency Grant Opportunities page shows the solicitations agencies post in the state's grants management system (Euna Grants), but in November 2026 it listed only the Department of Veterans Affairs' open rounds; most agencies post their programs on their own pages and application systems. A 2023 bill, HB 1300, would have required a central state grants website for executive-branch agencies; it died in committee (status). This page assembles the programs from the agencies' own pages and the OpenGrants database and publishes them as open CommonGrants records.

Isn't the Indiana Transparency Portal a list of state grants?

It lists money already spent. Under IC 5-14-3.5-2 the State Comptroller posts state expenditures, including grants, on the Indiana Transparency Portal — useful for seeing who received awards, not for finding an open opportunity. The programs below are the ones you can apply for.
